Dr. Jeffrey Addicott
Professor of Law, Director, Center for Terrorism Law
Professor Jeffrey F. Addicott is the Director of the Center for Terrorism Law at St. Mary's University School of Law, San Antonio, Texas. An active duty Army officer in the Judge Advocate General's Corps for twenty years (he retired in 2000 at the rank of Lieutenant Colonel), Professor Addicott spent a quarter of his career as a senior legal advisor to the United States Army's Special Forces. As an internationally recognized authority on national security law, terrorism law and human rights law, Professor Addicott not only lectures and participates in professional and academic organizations both in the United States and abroad, but he is also a frequent contributor to national and international news shows to include FOX News Channel and MSNBC. Professor Addicott is a prolific author, publishing over 20 books, articles, and monographs on a variety of legal topics. Addicott's most recent book (2007) is entitled: Terrorism Law: Cases, Materials, Comments, 4th edition.
Among his many contributions to the field, Professor Addicott pioneered the teaching of law of war and human rights courses to the militaries of numerous nascent democracies in Eastern Europe and Latin America. For these efforts he was awarded the Legion of Merit, named the 1993 Army Judge Advocate of the year, and honored as a co-recipient of the American Bar Association's Hodson award. He has served in senior legal positions in Germany, Korea, Panama, and throughout the United States. Professor Addicott holds a Doctor of Juridical Science (S.J.D.) and Master of Laws (LL.M.) from the University of Virginia School of Law. He also received a Master of Laws (LL.M.) from the Army Judge Advocate General's School and a Juris Doctor (J.D.) from the University of Alabama School of Law. Apart form teaching a variety of courses at the law school, Dr. Addicott served as the Associate Dean for Administration at St. Mary's University School of Law (2006-2007).
Col Scott A. Bethel
Deputy Director of Intelligence & Air, Space, and Information Operations for Technical Training, HQAETC
As Deputy Director for Technical Training, Colonel Bethel oversees the planning, direction, and implementation of USAF Basic Military Training and officer and enlisted training at 4 Wings, 1 Group, 45 AF and 26 DoD locations, graduating over 225,000 students annually. Technical Training is responsible for instructor force management and advocates all training resource requirements to MAJCOMS and the Air Staff.
Colonel Bethel is a 1985 graduate of Officer Training School and has been an intelligence Squadron and Group Commander, chief of unit level intelligence, Air Staff action officer and long-range budget programmer, and graduate-level intelligence instructor. He was NATO’s Chief Targeteer during Operation ALLIED FORCE and has deployed five times to combat areas, most recently as Chief of Intelligence Collection Management, Multi-National Force-Iraq. Prior to his current position, he was assigned as Commander, 17th Training Wing, Goodfellow AFB, Texas.
C.R. "Charlie" Collazo
Director, Information Assurance Product Area Directorate
C. R. “Charlie” Collazo is the Director of the Information Assurance (IA) Product Area Directorate (PAD) located at the Cryptologic Systems Group (CPSG), Electronic Systems Center, Air Force Materiel Command, Lackland Air Force Base, Texas.
As Director, he is responsible for the acquisition and sustainment of information security systems and equipment.
Major programs include the Air Force Electronic Key Management System, Air Force Implementation of the Public Key Infrastructure, Smartcard Type 1 Cryptographic devices, Voice Call Sign and various Global Information Grid IA products. The annual budget for the IA PAD is approximately $50M with over 200 employees
John Dickson
Principal, Denim Group
John Dickson is a principal at Denim Group, a serial entrepreneur, and a strong supporter and advocate of San Antonio’s growing technology community.
John is a former U.S. Air Force officer who specialized in network defense and command and control while on active duty and in the Reserves. He has been a Certified Information Systems Security Professional (CISSP) for over ten years. He joined Denim Group after holding several leadership positions at SecureLogix Corporation, including Regional Vice President of International Operations. John also held management positions at KPMG’s Information Risk Management practice in Dallas and at Trident Data Systems in San Antonio. In these positions, he specialized different aspects of information security.
John is the current Chairman Elect of the North San Antonio Chamber of Commerce and a founder and former chairman of the San Antonio Technology Accelerator Initiative (SATAI). He has been actively involved in the keeping and expanding defense contractor jobs in San Antonio during the CPSG BRACC journey, NSA Texas expansion, and most recently, the Air Force Cyber Command effort.
He holds a Bachelor of Science degree from Texas A&M University, a Master of Science degree from Trinity University in San Antonio, Texas, and an MBA from the University of Texas at Austin. Most importantly, John was married in June of this year to his wife, Sherie.
Gen Michael V. Hayden
Director, Central Intelligence Agency
Gen. Michael V. Hayden is Director, Central
Intelligence Agency, Langley, Va. Appointed by President George W. Bush, General Hayden is responsible for overseeing all activities of the CIA. General Hayden entered active duty in 1969 after earning a bachelor's degree in history in 1967 and a master's degree in modern American history in 1969, both from Duquesne University. He is a distinguished graduate of the university's ROTC program. General Hayden has served as Commander of the Air Intelligence Agency and as Director of the Joint Command and Control Warfare Center. He has also served in senior staff positions at the Pentagon, Headquarters U.S. European Command, National Security Council and the U.S. Embassy in the People's Republic of Bulgaria. The general has also served as Deputy Chief of Staff, United Nations Command and U.S. Forces Korea, Yongsan Army Garrison, South Korea. General Hayden was Director, National Security Agency, and Chief, Central Security Service, Fort George G. Meade, Md. Prior to his current assignment, he was the Principal Deputy Director of National Intelligence, the first person to serve in that position.
The Honorable Delicia Herrera
Council Member, District 6, City of San Antonio
Delicia Herrera is a lifelong resident of District 6, a proud product of the Edgewood community and a graduate of St. Mary's University. She was elected to the San Antonio City Council in 2005 and re-elected in 2007, by the largest margin of any contested Council race. As an owner of a small business, DMH Construction and Professional Services, and past Chair of the City of San Antonio Small Business Economic Development Advocacy Board, Herrera has had success opening doors for small businesses, strengthening our local economy and supporting growth from within. Herrera has had success as a small business advocate prior to her service on City Council. As a result, she was appointed to the Mayor's Blue Ribbon Committee for Small Business, the State of Texas General Services Commission, and most recently Congressman Gonzalez's Congressional Housing Task Force. She also served on the building committee for the Affordable Parade of Homes in District 6.
Committed to serving the community, Herrera served on the Board of the Edgewood Family Network and is an active member of the Los Jardines Neighborhood Association. Her civic activities include teaching courses in the community, such as What You Need to Know in Order to Protest Your Property Tax Appraisal, and Preparation for the U.S. Citizenship exam. In 2000, Herrera worked hard to improve the quality of housing for residents of the Mirasol Housing Development bringing residents concerns before the appropriate entities and organizations. Herrera's first term accomplishments include an integral role in negotiating the arrival of the Microsoft Corporation, participating as a founding member of the Westside Development Corporation, and crafting a public-private partnership agreement to remove over 200 homes from the flood plain.
Mayor Phil Hardberger appointed Councilwoman Herrera to Governance, Urban Affairs, and the Economic and International Affairs Council Committees. Herrera looks forward to strengthening the participation of residents in District 6, and working together to create educational and economic partnerships; thus, strengthening the local economy, improving the quality of life for all residents and developing A HIGHER STANDARD for our community.

Maj Gen Erwin F. "Erv" Lessel III
Director of Plans, Programs, Requirements and Assessments, and Director of the San Antonio Integration Office, Headquarters Air Education and Training Command, Randolph Air Force Base, Texas
Maj. Gen. Erwin F. "Erv" Lessel III is the Director of Plans, Programs, Requirements and Assessments, and Director of the San Antonio Integration Office, Headquarters Air Education and Training Command, Randolph Air Force Base, Texas. He is responsible for command supervision of planning, programming, mission and system requirements, studies and analyses, and management improvement actions affecting almost 100,000 military and civilian personnel located at 13 bases. Additional responsibilities include development and implementation of future learning concepts and the integration of Balanced Score Card, Air Force Smart Operations 21, and Program Objective Memorandum initiatives and actions. As the SAIO Director, he is responsible for oversight and implementation of Base Realignment and Closure decisions in San Antonio. These actions, requiring more than $2 billion of construction, collocate Department of Defense medical training, consolidate trauma care research, realign military health care in San Antonio, and establish the largest joint base in DOD, supporting 90,000 people at Fort Sam Houston, Lackland AFB and Randolph AFB.
General Lessel graduated from the U.S. Air Force Academy in 1979. He has commanded an operations support squadron, operations group, air refueling wing and an airlift wing. He served as the Deputy Chief of Staff for Strategic Communications and military spokesperson for Multi-National Forces - Iraq. A graduate of the National War College, General Lessel has held positions on the staffs of Air Force Materiel Command, Air Mobility Command, U.S. Air Forces in Europe, the Air Staff and the Joint Chiefs of Staff. Prior to his current assignment, General Lessel served as the Director of Communication, Office of the Secretary of the Air Force, Washington D.C.
General Lessel is a command pilot with more than 4,000 flying hours in airlift, air refueling and training aircraft.
The Honorable Dale W. Meyerrose
Chief Information Officer, ODNI
President George W. Bush appointed Dale W. Meyerrose the first Associate Director of National Intelligence and Chief Information Officer on December 21, 2005, with the advice and consent of the United States Senate. Mr. Meyerrose serves as the Intelligence Community Chief Information Officer and Information Sharing Executive.
Mr. Meyerrose manages activities relating to the information technology infrastructure and enterprise requirements of the Intelligence Community. He has procurement approval authority over all information technology items related to the enterprise architectures of all Intelligence Community components. Mr. Meyerrose directs and manages all information technology-related procurement for the Intelligence Community and ensures that all expenditures for information technology and research and development activities are consistent with the Intelligence Community enterprise architecture. He also leads information sharing strategy and policy for the Intelligence Community.
Mr. Meyerrose came to this position after over thirty years of military service, culminating with his retirement from the United States Air Force as a Major General in November 2005. Born in Indianapolis, Indiana, he entered the United States Air Force in 1975 after graduating from the U.S. Air Force Academy with a Bachelor of Science degree in Economics. His career highlights include service as a director and Chief Information Officer in three Air Force major air commands and three unified combatant commands, a deployed Joint Task Force Director of Communications in Southwest Asia, and a commander of two major Air Force communications units. Mr. Meyerrose, a master parachutist, earned the Distinguished Service Medal, Defense Superior Service Medal, two Legions of Merit, two Defense Meritorious Service Medals, and six Meritorious Service Medals.
Mr. Meyerrose received a Master of Business Administration degree, from the University of Utah in 1978. He graduated from the National War College, Fort Lesley J. McNair, Washington D.C. in 1992. He attended the Senior Information Warfare Applications and Joint Flag Officer Warfighting Courses, Maxwell AFB, Alabama. He also attended the Program for National and International Security, John F. Kennedy School of Government, Harvard University, Cambridge, Massachusetts, and the U.S. Navy Executive Business Course, Haas School of Business, University of California Berkeley, at the Naval Post Graduate School, Monterey, California.
Charles H. Roadman II, MD, Lt. General USAF (Ret)
Distinguished Professor of Military/Emergency Medicine, Uniformed Services University of the Health Sciences, Bethesda, MD
Doctor Roadman Is member of the IBM Strategic Business Relationship Team and is a Consultant to IBM. He is currently the Chairman of the Board of Trustees of the Altarum Institute, sits on the Board of Directors of Assisted Living Concepts, Inc and, and is a member of various scientific advisory boards. He has served as President and CEO American Health Care Association Washington, D.C. from 1999-2004. Doctor Roadman retired from the Air Force in 1999 as the Surgeon General of the United States Air Force. In 2007 he served as a member of the Department of Defense Independent Review Group, chartered by the Secretary of Defense to review the rehabilitation and administrative processes at Walter Reed and Bethesda.
Doctor Roadman has a B.S. in Geology from Washington and Lee University and an M.D. from Emory University School of Medicine and was a Board Certified Obstetrician and Gynecologist.
Dr. Gregory White
Director, UTSA Center for Infrastructure Assurance & Security
Dr. Gregory White has been involved in computer and network security since 1986. He spent 19 years with the Air Force and is currently in the Air Force Reserves assigned as a mobilization assistant to SAF/XCI in the Pentagon. He obtained his Ph.D. in Computer Science from Texas A&M University in 1995. His dissertation topic was in the area of Computer Network Intrusion Detection and he continues to conduct research in this area today. He serves as the Director of the Center for Infrastructure Assurance and Security and is an Associate Professor of Computer Science at The University of Texas at San Antonio (UTSA).
Dr. White has been involved in security instruction for many years. He taught at the U.S. Air Force Academy for seven years where he developed and taught courses on Computer Security and Information Warfare. He built the nation’s first undergraduate information warfare laboratory while at the Academy and twice received the Academy’s Computer Science Research Excellence Award. At UTSA Dr. White continues to develop and teach courses on computer and network security. He has been very active in the development and presentation of cyber security exercises for several of the critical infrastructures as well as state exercises in Texas and Oklahoma and community exercises in Texas, Virginia, and Ohio. He has also been involved in the development of the Collegiate Cyber Defense Competition and has led both regional and national competitions.
Dr. White has written numerous articles and conference papers. He is also the co-author for five textbooks on security and has written chapters for two others. His research is currently funded by DHS and the Air Force under contract with the Air Force Research Labs. His current research initiatives include an examination of organizational issues affecting computer security, high-speed intrusion detection, infrastructure protection, and the development of the Community Cyber Security Maturity Model (CCSMM).
