President
Clarke Englund
Mr. M. Clarke Englund is Deputy Director of Management Systems for the Air Force Services Agency, San Antonio, Texas. As deputy director, he is responsible for information technology requirements validation, architecture planning, systems acquisition, deployment, life-cycle support, certification, and accreditation for all Services systems. Mr. Englund retired from the Air Force in 2008 after 27 years as a communications officer. He served in a variety of positions gaining experience in software, hardware, systems analysis, database design, configuration management, project management, technology, spectrum management, architecture and leadership. He held positions in a number of MAJCOMs, Air Staff and joint organizations. He joined the civil service and HQ Air Force Services Agency in November 2008. Mr. Englund entered the Air Force in 1981 as a graduate of the Reserve Officer Training Corps, at Tulane University, New Orleans, Louisiana.

Executive Vice President
David Kovach
David J. Kovach has served as Telos Corporation’s Director of Identity Management and Secure Networks Business Development since 2005. Telos is a leading provider of innovative secure technology solutions to the U.S. Government, focusing on a variety of capabilities, such as secure wireless, information assurance, secure messaging and identity management throughout the DoD and Federal Government. Prior to his work with Telos, Mr Kovach served a 34-year career in the US Air Force. He earned a BS degree and commission from the U.S. Air Force Academy in 1975, and worked in the communications-computer systems field his entire career, serving in positions at every level of operation. He commanded communications units seven times in his career, from a remote detachment to two communications group command assignments. He has served in joint-service units, on the Air Staff, at the Air Force Military Personnel Center, and three times in combat communications units. In his final assignment, Mr Kovach commanded the AF Communications Agency at Scott Air Force Base. As commander, he oversaw the efforts of 700 military, Air Force civilian and DoD contractor personnel that provided Command, Control, Communications, Intelligence, Surveillance and Reconnaissance capabilities to a communications network enterprise of 700,000 clients.

Karin Grace
Karin Grace is the Alamo Chapter Secretary. She works for M2 Technology, Inc. as a Senior Account Manager. She has been in the IT Industry for over 14 years. Karin is married and has four children.

Treasurer
Alexanderia Morgan
Sandi Morgan is the Treasurer for the Alamo Chapter. She is a Telecommunication Analyst for THE CENTECH Group that provides circuit support for Fort Sam Houston. She has a diverse background in telecommunications, networking, system administration, and information assurance that draws on over 20 years of experience that spans the military, government and commercial sectors. Sandi has served in US Navy and currently is a member of the Air Force Reserve. She is married and has two children.

Karl Kabanek
Karl Kabanek is the previous president of the Alamo Chapter, a position he held for two years. He has been an active member in the Chapter for nearly ten years. Karl works for L-3 Communications Titan Group as the Senior Program Manager, Cryptographic Modernization Program Office where he manages the Advanced Common Crypto program. Karl retired from the Air Force in 1996 and since then has held various contractor positions supporting the Air Force and Army and San Antonio. Karl is married and has four children.

Dennis Garrison
Dennis Garrison is the Vice President of Membership for the Alamo Chapter. Dennis is the Southwest Operations Director for CENTECH responsible for operations and business growth within the region. Dennis retired from the Air Force after serving for 30 years; 18 years overseas in various assignments. Dennis is married and has two children.

Vice President, Programs
Matthew Pirko
Lt Col Matt Pirko, USAF (Retired) was a career information management/communications and computer systems officer, serving over 20 years prior to his recent retirement. He held a variety of key leadership positions, including Flight Commander in the Air Force Information Warfare Center, and eventually helped start the 92d Information Warfare Aggressor Squadron. He held the position of Flight Commander for the Computer Network Operations Flight, leading the AF’s conduct of computer network vulnerability assessments and penetration tests. From there, he became Director of Communications and Computer Systems for the Balkans Combined Air Operations Center in Italy, achieving numerous operational milestones ahead of time and within budget constraints. Finally, as the Deputy Director of the Plans and Operations Division for the U.S. Central Command J6, he spearheaded all Information Assurance, Planning, Engineering and Operations spanning the U.S. Central Command area of responsibility. His specialty, built on the foundation of his Masters in Information Resource Management, is the “customer-techie interface”. His skill in taking disparate positions and understanding while bridging the gap has been lauded by military senior leadership throughout his career. Mr. Pirko joined ManTech in April of 2009 shortly after his retirement. He is currently the Site Manager for the San Antonio office, deeply involved in both managing day-to-day office operations, as well as promoting business development efforts across the ManTech Groups in San Antonio. He has been married for 14 years to a native Texan, and has two adult children, including one new United States Marine.

Vice President, Scholarships & Educational Grants
Victor Helbling
Vic Helbling is an Information Technology Security Program Manager for the U. S. Government in Washington, DC where he leads cyber defense projects to protect systems and data. He retired from the Air Force after 25 years in the information technology environment. He is a federally certified Chief Information Officer (CIO), system security officer, project manager (PMP) and software process maturation engineer (SEI CMM). He has also served as an examiner for the President’s Malcolm Baldrige National Quality Award and is a Defense Language Institute certified linguist. During his career Mr. Helbling served in various Information Technology positions from analyst to CIO and as project manager for a Vice-Presidential initiative in Washington, DC. He was commissioned through AFROTC and holds postgraduate degrees from both the Air Force Institute of Technology and Creighton University.

Johnny Green
Chief Master Sergeant Johnny Green is the Air Education and Training Command, 3A0XXX Functional Manager, Randolph Air Force Base, Texas. Oversees workforce management for 3,277 Knowledge Operations Management personnel for AETC. MAJCOM liaison to Air Force Career Field Manager. Formulates utilization training plans for 7,423 personnel in concert with other MAJCOM functionals. Manages posturing, readiness, and deployment of 1,058 Airmen in support of expeditionary requirements. Advises the A6 Director on command initiatives involving manpower, restructuring, privatizing/outsourcing. Validates command IG compliance/operational readiness inspection criteria for KOM functions. Implements AF/career field policies and programs to enable Net- and knowledge-centric operations. Oversees assignment-cycle manning/allocations; validates organizational authorization change requests. Manages enlisted grade allocation (career progression) and career field force development.
Chief Green graduated from Henry B. Plant High School, Tampa, Florida in 1983. He entered the Air Force through the Delayed Entry Program in November 1983. He entered Basic Military Training School June 1984.

Marvell Roberson
Marvell is the Vice President, Corporate Sponsorship for the Alamo Chapter. Marvell is the President and owner of Roberson Enterprises, a full-spectrum Information Technology Consultant operation. Prior to his current role, Marvell spent 26-years in the Air Force in the Communications-Computer career field. He held a variety of executive leadership positions, including an assignment on the Joint Staff (J-3), Defense Information Systems Agency, Commander of the 375th Computer Systems Squadron at Air Mobility Command, and Director of Communications for the Air Force Information Warfare Center. He is married and has five children.

Jill is the Young AFCEAN Advisor. She works for TEKsystems as the Government Account Manager for the San Antonio area. Jill is a graduate of UTSA and has been in the IT Services industry since March of 2007.
