Colonel Michael J. Lovell, USAF, Executive Director, JBSA-EDI (San Antonio)
Colonel Michael J. "Apollo" Lovell is the Executive Director for Joint Base San Antonio's Electromagnetic Defense Initiative and Fifth-Generation (5G) Communications Experimentation Site. He leads a task force with over 70 organizations and 330 volunteers for the largest Joint Base in DoD consisting of 11 installations, 266 mission partners, and 80,000 employees to harden utilities from Electromagnetic Pulse effects and implement 5th Generation Cellular technologies. In addition, Colonel Lovell is dual-hatted as the Director of Intelligence, Texas Air National Guard.
DoD recently selected JBSA as one of the bases where it will conduct 5G communications technology experimentation and testing. DoD's efforts focus on large-scale experimentation and prototyping of dual-use (military and commercial) 5G technology that will provide high speeds, quicker response times and the ability to handle many more wireless devices than current wireless technology. JBSA's primary focus in 5G experimentation and testing will be Augmented Reality Support of Medical Training and Telemedicine along with 5G Core Security Experimentation.
Colonel Lovell received his commission, following nine years of distinguished enlisted service, through the Academy of Military Science in 1994. He is a Certified Public Accountant and has a Bachelor of Science in Accounting from Virginia Commonwealth University and a Master of Science in Executive Leadership from Champlain College in Burlington, Vermont. Col Lovell serves on the Department of Homeland Security Cybersecurity and Infrastructure Security Agency's Power Resilience Workgroup and DoD's Electromagnetic Pulse Executive Order Subgroup.
Jody T. Little, Manager, Information Exploitation, Southwest Research Institute
For over 40 years, Mr. Little has led research, development, production, and sustainment of advanced information systems using distributed artificial intelligence, machine learning, knowledge-based technologies to deliver automated, intelligent C4ISR capabilities. Mr. also has a long and successful background in leading and managing electromagnetic spectrum and military communications programs. As a manager of research and development, Mr. Little provides direction, oversight, and leadership for technologies and programs supporting dynamic spectrum access, military communications systems, information exploitation, contextual data fusion, and ontology- based reasoning. His primary focus is on development and operations of automated C4ISR and information exploitation systems as well as intelligence dynamic spectrum access radio networks. Over the past year, Mr. Little has been leading the Domestic Electromagnetic Spectrum Operations (DEMSO) Steering Committee and Working Group for the San Antonio Electromagnetic Defense Initiative. Mr. Little is also co-chair of San Antonio Electromagnetic Defense Initiative’s 5G Steering Committee.
Mr. Little has been the principle investigator and lead systems engineer for the development of high-performance and real-time ISR applications. Mr. Little has also led large advanced SIGINT-related research and development programs that saw information technologies for SIGINT automation transition from basic research to operations. Most recently, he served as the Principal Investigator for Southwest Research Institute’s Context Information Fusion IR project. He was the Lead Systems Engineer for research and development of the Multi Agent System for Actionable Information for the Office of Naval Research. Mr. Little was also the Program Manager and Lead Systems Engineer for the National Spectrum Consortium’s Spectrum Sharing Architecture which implements Dynamic Spectrum Access (DSA) through ontology-based radio technology. Currently, Mr. Little is leading and performing research in machine learning for information exploitation and analytics automated and autonomous information systems, and secure and trusted 5G Next Generation technologies.
In his past, Mr. Little has served in various executive management roles in the defense industry as Vice President of Vice President of R&D, Vice President of Strategic Development, and Vice President of Intelligence Programs, and Vice President of ISR Business Development. In these positions, Mr. Little successfully led and grew the strategic and tactical business for technology development in the ISR, SIGINT, MILCOM and wireless communications, Cyber, and C2 segments.

He is able to listen and adapt to workplace changes. Achieves highest employee engagement scores amongst his peers. Clearly articulates how a task or function integrates within the larger business initiatives including crises such as COVID 19 to obtain desired results (as of April 21, preventative measures implemented have resulted in no positive COVID 19 team members in the organization).

Product Development: Quickly identified proactive ways to grow the gas business such as, renewable natural gas, long term investment in hydrogen to expand our natural gas product portfolio in an environmentally responsible way.
