Director - Office of Small Business Programs, Defense Information Systems Agency (DISA)
Carlen Capenos serves as the Director of the Office of Small Business Programs for the Defense Information Systems Agency (DISA). She leads the office to ensure small businesses are provided with maximum opportunities to participate at both the prime
contract and subcontract levels. In fiscal year 2019, DISA awarded $1.86 billion in prime contracts to small businesses. These 6,522 contract actions represented 29.1% of all contracts awarded by the agency.
Before this, she was the Chief of the Acquisition Resources Branch for DISA’s Defense Information Technology Contracting Organization (DITCO). She led and managed two teams providing contracting services to various customers throughout DISA
and the Department of Defense. She was a working Contracting Officer with an Unlimited Warrant and was the Contracting Officer for the $7.5B Systems Engineering, Technology and Innovation (SETI) multiple award contract vehicle.

Christopher A. Paczkowski

Chris Paczkowski is the Infrastructure Directorate Executive for the Defense Information Systems Agency Operations Center. He is responsible for planning, resourcing, sustaining, and evolving the Department of Defense Information Network core. The DoDIN
core consists of satellite communication gateways, optical, aerial and undersea transport, organizational messaging and networks (Nonclassified Internet Protocol Router Network, Secret Internet Protocol Router Network, and coalition). His responsibilities
also include senior national leadership communications and U.S. Secret Service (USSS) support. The networks provide information superiority and a global enterprise infrastructure in direct support to the President, Secretary of Defense, Joint
Chiefs of Staff, Combatant Commanders, DoD components and other mission partners. Additionally, Mr. Paczkowski is the senior network expert for the Defense Information System Network and the DISA executive for satellite communication. He provides
executive oversight for development, management and operationally responsive solutions that enable joint warfighting.
Stephen M. Wallace
Systems Innovation Scientist, Emerging Technology Directorate
Mr. Stephen Wallace is Systems Innovation Scientist for the Emerging Technologies (EM) Directorate at the Defense Information Systems Agency (DISA). Wallace focuses on delivering innovative processes, services, and capabilities across the agency. The
EM Directorate develops, executes, prioritizes, and collaborates EM-based needs such as browser isolation, Software Defined Networking and Assured Identity.
Previously, Mr. Wallace served as the Technical Director of DISA’s Development and Business Center. In this role, he worked on integrating commercial and government-owned technologies in support of the Agency’s emerging technologies, such
as Software Defined Networking and Assured Identity. Wallace’s other former roles within DISA include Chief of Cyber Innovation and chief engineer for DoD Enterprise Email.
Major General Garrett S. Yee

Army Maj. Gen. Garrett S. Yee is the assistant to the director of the Defense Information Systems Agency (DISA). In this role, he helps to lead a global organization of 8,000 military and civilian personnel who plan, develop, deliver and operate joint,
interoperable, command and control capabilities and a global enterprise infrastructure, in direct support of the President, Secretary of Defense, Joint Chiefs of Staff, combatant commanders, Department of Defense components, and other mission
partners across the full spectrum of operations.
Prior to this assignment, Yee served as the military deputy to the Army CIO/G-6 and senior information security officer in the Office of the Chief Information Officer (CIO)/G6, Headquarters, Department of the Army in the Pentagon.
Yee, a native of Fremont, California, received his commission in the Army upon graduation from Santa Clara University. He later earned a Master of Business Administration from Golden Gate University and Master of Science in Strategic Studies
