Colonel Eulys B. Shell II
Director, Joint All Domain Command and Control (JADC2) Technical Division, U.S. Army Joint Modernization Command
Colonel Eulys “Bert” Shell II, U.S. Army Signal Corps, is the Joint
Modernization Command’s Director of JADC2, assigned in July 2016.
In this capacity COL Shell leads a team charged with improving Joint,
Interorganizational, and Multinational Interoperability and JADC2 to
posture the Joint Force for success in Multi-Domain Operations.
From June 2015 to June 2016, COL Shell served as the Assistant Chief
of Staff, G6, Executive Officer to the Commanding General, and U.S.
Senior National Representative, Allied Land Command, North
Atlantic Treaty Organization (NATO), Izmir, Turkey. COL Shell’s G6
team planned and synchronized Communications and Information
Systems and Cyber operations, and interoperability for NATO’s land
From October 2012 to June 2014, COL Shell served as the Deputy
Brigade Commander, 516th Signal Brigade, Fort Shafter, Hawaii, where his team supported U.S. Army
Pacific and U.S. Pacific Command with strategic, operational and tactical communications throughout the
Pacific Theater. From May 2011 to October 2012, he commanded the 58th Signal Battalion, Okinawa,
Japan, where his team provided strategic and operational communications to Joint warfighters
throughout the Pacific Theater. COL Shell commanded Soldiers, Civilians and Japanese Employees
throughout Okinawa and Guam, and provided the primary satellite hub throughout the Pacific with a dualstep
teleport and regional hub node. In October 2012, COL Shell inactivated the 58th Signal Battalion due
to U.S. Army restructuring initiatives. From August 2009 to April 2011, he served as the Brigade S3, 11th
Theater Tactical Signal Brigade, Fort Huachuca, Arizona, where he led his team to ensure the training and
readiness for five Expeditionary Signal Battalions, and prepared all units for expeditionary operations in
Iraq and Afghanistan.

SHAPE, Belgium (2006-2009); NCSA Liaison Officer to the Commander ISAF, Afghanistan (2008); Brigade
S6, 35th Air Defense Artillery Brigade, Korea (2003-2005); Company Commander, U.S. Army Recruiting,
Frederick, Maryland (2001-2003); Company Commander, A/17th Signal Battalion, Kitzingen, Germany
(1999-2001); Deputy G6, Operations, 3rd Infantry Division, Fort Stewart, Georgia (1997-1998); Battalion
S6, 1-41 Field Artillery Regiment, Fort Stewart, Georgia (1996-1997); and Platoon Leader, Radio Teletype
Platoon, Korea (1995-1996). COL Shell is a former enlisted Soldier, and served as a Communications Team
Chief, 24th Infantry Division, Fort Stewart, Georgia (1986-1988); and Battery Communications NCO, 1-133
Field Artillery Regiment (1988-1993). COL Shell is a graduate of the US Army Signal Officer Basic and
Advanced Courses, US Army Branch Automation Officer Course, the US Army Command and General Staff
College, and the Department of Defense Chief Information Officer Program. He holds a Bachelor of Arts
from the University of Texas at El Paso, and a Master of Science in Strategic Studies from the US Army War
College. COL Shell is married to Rebecca from El Paso, Texas, and they have two adult daughters.
